Gray Davis (born December 26, 1947) is an American politician who served as the 37th Governor of California from 1999 to 2003. A graduate of Stanford University and Columbia Law School, Davis built his political career through service in the California State Legislature and as State Controller before his election as governor. His administration oversaw significant budget surpluses in his first years, but faced mounting challenges from the California energy crisis of 2000-2001 and the economic downturn following the dot-com bubble. These crises created severe budget deficits and public dissatisfaction, leading to his recall election in 2003—making him the first California governor recalled in over 80 years. Arnold Schwarzenegger succeeded him in the recall election. Despite the controversial end to his governorship, Davis's earlier career and policy initiatives left a lasting mark on California education and law enforcement.
