Claiborne Pell

Claiborne de Borda Pell (November 22, 1918 – January 1, 2009) was an American politician and U.S. Senator from Rhode Island who served for 36 years, making him one of the longest-serving senators in American history. Born into a prominent Rhode Island family, Pell attended Princeton University and served in the U.S. Navy during World War II before entering politics. His most enduring legacy is the Pell Grant program, which he championed as a member of the Senate Education Committee and which became law in 1972 as part of the Higher Education Act. The program has since distributed hundreds of billions of dollars to over 80 million low-income students, fundamentally transforming access to higher education in America. Beyond education, Pell was a strong advocate for the arts, international relations, and humanitarian causes. He also championed the creation of the National Endowment for the Humanities. Though his legislative career spanned decades, his name remains most closely associated with educational opportunity and democratic access to learning.
